Personal Opinion
1) Tobirama - Tried to maintain peace with multiple clans at once and protected the village from Uchiha. Even when he knew the Uchiha was a threat, he gave them a role in the village. He also sacrificed his life and led to the survival of his team, entrusting the future to Hiruzen. Tobirama is easily the best Hokage.
2) Hiruzen - Even though he failed to protect the Uchiha, it wasn't his fault. It was the Uchiha's arrogance that forced Hiruzen to make Itachi do it. He fed and sheltered the main character for 14 whole years. He even chose wisely on who would take the title of Hokage. Obviously, he didn't choose Orochimaru because he is evil. He also successfully broke down Orochimaru mentally, rendering Orochimaru to forfeit and back off. Hiruzen eve admitted to try and copy Tobiramas but failed.
3) Hashirama - Because he was the first kage, he didn't know what to expect of this job. He lets his emotions and his boyfriend get in the way of the shinobi dream and realized the meaning of shinobi in the last second. Tobirama even said that Hashirama was a very naive Hokage. And though he did protect Konoha from Madara, Hashirama couldn't finish the job and now Madara is a threat to the entire world.
4) Minato - Not much leadership skills were shown, but he did successfully protect the village from Obito. But going by speculation, he wasn't hokage for very long, so he must have still been inexperienced. Though had great potential. Also, Minato even admitted himself that he was a bust of a Hokage and that Orochimaru could have been a better Hokage.

5) Tsunade - Well not much to say about leadership skills, she doesn't even do anything. She let her long life friend get killed and had to be saved by Naruto twice. She is the only Hokage who couldn't save the village when it was in trouble. When Deva Path landed on the balcony of the Hokages office, all she did was talk despite knowing the fact that this is the same guy who killed Jiraiya. Not even a blitz.
