Tobirama - Obvious #1 as he basically created the order in the hidden leaf system.
Hiruzen - He maintained peace and protection to the leaf thru out his LONG reign as hokage, and cared for the jinchuuriki of the leaf of 14 years. He also found away to defeat orochimaru and ensure that he could not attack the village again. Was in charge of the Hidden leaf squadron that fought the nine-tailed out of the village.
Tsunade - She played a MAJOR role in the Pain Arc as she healed the entire village, which prevented the deaths of many of her people. She is also Co-Leader of the Allied Shinobi forces, enough said.
Hashirama - He created the Hidden leaf village, but never really lead them to anything. Tobirama basically created the system that the leaf follows.
Minato - He was extremely young. And it also seems that when the leaf village was under attack by kyuubi, Hiruzen was giving the orders, instead of minato who was Hokage at the time.
