After the reveal that it was an Ootsutsuki tradition to preserve power by eating/absorbing the previous generation... soul and all.

Would this mean that Momoshiki is the first evil/power hungry Ootsutsuki to get sent to the after life? If he still had access to his abilities...what kind of threat would he be there?

What stops him from using his T/S Jutsu to return to NV earth the way Obito did?
