Lightning is one of the five elemental chakra. Lighting is very fast and pierces very accurately. It can also be used to paralyze someone if done right. Lighting is strong against earth because it can travel through it and break it apart. Its weak against wind since wind is considered a natural electric insulator.

How is lightning chakra generated? And what other element is it combined with a lot?
Lighting chakra is generated by increasing the frequency vibration in ones chakra.
An element that combines well with lighting is ...
WaterWater conducts electricity, this can be used to have an even stronger attack. Ex: A water jutsu that wets the area around you and fills it with water, next by doing a lighting jutsu the electricity will run through the water and not only cause damage but also cover a large area.
Fire A fire release technique can create smoke and with it going up into the atmosphere, creates a storm cloud. This help generate natural lighting so instead of using your own chakra you can use the lighting naturally for a very fast and powerful attack.
Example of who has done this is the fight with Sasuke vs Itach which gave birth to the jutsu "Kirin".

Great. So take this paper, and try to channel your lightning chakra into it by holding it between your palms. Once enough chakra has been focused, the paper should wrinkle.
I take the paper and cover it with my hand and begin focusing my chakra around my body. I try to think about lighting in hopes it helps me out. I start to vibrate my chakra around my body. when i notice its speed i being channel my chakra through my right arm that is covering the leaf. I begin focusing even more, i hear a small wrinkle but know that isn't enough. I begin trying to vibrate my chakra even more quicker through my arm and then i hear even more wrinkles. I uncover the leaf and i see the leaf completely wrinkled.

I begin focusing and channeling my chakra through my body, I remember that since its Lighting i need to make high vibration with my chakra, by doing this my chakra begins to speed up and get more stronger every second. After i relies that my chakra is perfect with the vibration I begin channeling and sending it through my arm right to my finger tips...Sparks of lighting came out with great speed.

It's called nature transformation/manipulation. It's the method you use to give your chakra certain characteristics that enables it to transform into a chakra nature. So, when you mention you are trying to give your chakra "characteristics" of lightning, just say you use nature transformation to change your basic chakra into lightning. Make sense?

(Raiton: Raikou Oonami) - Lightning Release: Lightning Surge

Type: Offensive
Range: Short
Chakra cost: 10
Damage points: 20
Description: The user will concentrate their chakra and slam their hand on the ground to release a surge of lightning across the ground to the opponents feet to shock them.
Focus your lightning chakra, and then slam a hand down on the ground. Release the chakra, and direct the lightning through the ground to shock my clone's feet.
-Creates clone-
Advantage: Costs little chakra to use...also since it goes through the ground it covers a pretty wide area but what i think is even more important since the lighting cracks and break the ground it can also cause slip up or a loss of balance. Also prevents any earth style to be used because of it.
Disadvantage: Not powerful all it does is stun the user for a short period, covers a small area and can be easily avoided by using wind to blow yourself away of the area.
I begin focusing my chakra and channeling it through my entire body. I use nature manipulation to change my chakra type to lighting. By doing so the chakra begins to rush fast through my body i channel all of my chakra in to my right hand. I forcefully slam my hand on to the ground and direct the lighting through the ground. This shocks and stuns the clones feet.
