Combinations-strategies
A great way to use this Jutsu might be to use electromagnetic murder to stun the enemy and than hit him. Another method would be to get your opponent under water and fire the attack into the water and the resulting discharge of electrical current would seriously harm the opponent. Another method might be to shoot it into the ground to aid with an earth style combination. Wind style could be used to block your opponents sight so you can hit him with this attack.

Ways to counter:
An effective way to counter this would be to move in zig zags and gain distance from your opponent. This way when he fires it miss. Another way would be to create a mud wall. The last way would be to use wind style or lightening style to block the Jutsu

Strong Points! From what I can see you pretty much given some good answers for this part. Now there are some other strong points for this jutsu, but you have given some of the main ones so I don't think I need to give you the others ones, unless you want me to and I don't mind that.

Weak Points! I find you last answer interesting. A small pillar of earth is enough to stop it. Well this can be right and wrong as it would all depend on the rank of the pillar of earth that is being used to stop the attack. If you are going to use an element to stop another that is is weak against you must make sure that it is at least one rank or higher than the other, so both jutsus will either cancel each other out or yours overpowers the other and your pillar of earth is still standing.

Combinations/Strategies! I like all the combinations you have given. You basically gave one for each element of the basic 5, I like that. Even though those were all good ideas you can also try using smoke bombs, kunai, shurikens, explosive tags, flash bombs, etc. to distract your opponent as well so you can use this jutsu. Remember we have ninja tools as well not just ninjutsu.

Counters! I hate to say it but in our Rp you can't just dodge an attack without using a jutsu, so zig zagging out of the way wouldn't work unless you have some kind of jutsu that is making you do that. As for the mud wall idea well it could work only if it is a high enough rank like I said before in the Weak Points part. Everything else seems good.

Questions! Well I believe you answered that yourself when you wrote down your Combinations. Upon contact the water would conduct the lightning and disperse it through the water shocking anything and everything in it or on it. So if you plan on using this with water make sure you aren't touching the water at all or it could backfire on you.

Next Jutsu.

Description: The user surrounds themselves with electricity. The intense electric field protects them by electrocuting anyone who comes into contact with it, but only works for one attack.

Another simple jutsu. You will begin by channeling your lighting chakra throughout your body and then release it from every point of your body in the form of an intense electric field. The armor is strong enough to defend from one attack and can shock anything and anyone who touches it.

Combinations-strategies
You could incorporate this Jutsu into a shushin like the raikage. You could use this Jutsu to enhance a chidori or raikiri. You could spew a water or fire or wind Jutsu with this Jutsu to give it am electrical charge. You could place a few paper bomb around your opponent and get out of the way and dentate them. You could add a flash bomb to completely blind your opponent.

Ways to counter:
You could use a lightening Jutsu to hit the user into a river or lake.
You could use genjutsu to stop your opponent who has it on.

Questions: does it last the entire turn or does it disappear the moment you get hit

Strong Points! Yep, Taijutsu attacks are pretty much useless against this armor unless they are using a special type of Taijutsu that incorporates elements into their attacks, only then would this armor be useless against Taijutsu attacks. The defending from earth jutsus is correct. Now in our Rp the body flicker isn't allowed (well the original body flicker isn't allowed, but they have made special ones for certain bios) so having this jutsu increase it's speed wouldn't happen, and this jutsu in it's self doesn't give any speed boosts as it is so even if you could use the body flicker it would still move at the same speed. This is just a basic lightning armor that will protect you from a single attack or allow you to make a single attack with it before it disperses.

Weak Points! Not only just Doujutsu users and Sensor users but everyone else as well. The lightning armor is completely visible so everyone will be able to notice it. Yep, if you manage to get wet while in this armor there is no doubt it will backfire on you and shock you. Not only water is it weak against but this also weak against wind attacks as well, and multiple attacks like you said as this armor is only good for one attack.

Combinations/Strategies! Like I said earlier this isn't possible since the body flicker isn't allowed, but if it were this would be an excellent combo to use. This armor doesn't give a boost to any lightning attacks you try to use will in this armor, all it is is an armor not a jutsu power enhancer. Now it can give a little juice to a Taijutsu attack since you are covered in lightning but the most it would do is probably give a decent shock and stun your opponent. Also with giving an electrical charge to other jutsus wouldn't work either, especially for a wind jutsu. Wind is stronger than lightning and it will just cancel it out. With water you would have to get right up to it and touch it and that would cause you to get wet and have the armor backfire on you, so water is a no go as well. And for fire the same thing. All this jutsu does is protect you from one attack, or allows you to perform a stunning Taijutsu attack, nothing more.
Now when using ninja tools to help you perform a jutsu you have to go into detail on how exactly using those tools will help you go about using that technique. All you say is that you blind you opponent with a flash bomb or place tags around him and set them off. Okay that's good and all but you never say anything about how you would use the lightning armor after you do those things. I'm you probably meant that you would attack him with the armor after the tags explode knocking him down or something, or that you would do the same after he gets blinded, but you have to write that out so I know what you mean.

Counters! Yes, knocking a person who has this armor on into a lake would be perfect, but you have to be careful on how you do it. You don't actually want to physically touch him with your body to knock him in there or you would get shocked, so you would need to use some kind of jutsu or trick him into going into the lake. Now I like the genjutsu idea but if he already has the armor activated before you use the genjutsu I'm sure it would just stay active, but even though it would still be active the opponent would most likely just be standing still since he is in a gen and you could attack him. So not bad.

Questions! The armor stays on until you attack or are attacked by your opponent.

Next jutsu.

(Raiton: Iwa Nadare) - Lightning Style: Stone Avalanche

Descripton: By forming hand seals Snake → Upside down Tiger → Hands clapped together and running up a cliff face, the user causes stone and rock above him to become dislodged and rain down past him onto his opponents below by releasing a wave of electrical energy. However, this is extremely location-based and needs to be done uphill of a mountain for it to work.

When performing this jutsu you will need to make the Snake and Upside down Tiger hand-seal and then clap you hands together while running up the side of a cliff. While you are running up the cliff face you will release and electrical wave into the cliff which causes the stones and rocks above to become dislodged and rain down past you onto your opponent(s) below. Now remember this jutsu is solely location based meaning it can only be used on the uphill of a mountain.

Questions: Is this Jutsu am earth lightening combo? So if your opponent is directly under you but long range would the Jutsu affect him? Why is its range short to medium

Combinations/Strategies! I like the wind idea for speeding up the falling rocks. I never thought about using a combo like that for this jutsu. I might take this combo and use it for my self. xD Now I know there are some earth and water jutsus you can combine this jutsu with to make it where it is extremely hard for your opponent to just avoid this attack and making it where they can only counter to save themselves, but you didn't really go into detail on how you would use the water or earth jutsu to do this or what earth and water jutsus you would use. Next time see if you can't explain how you would use another jutsu/element with the one you are learning.

Counters! Lol, hiding like a mile. That cracked me up. xD I so needed that laugh, thanks. Now back on track. I really like the counters, with wind you can blow your self out the way or blow the rocks away or even back at the user, lightning to crumble the rocks, space/time to instantly avoid them or teleport them away, and of course hiding underground. Now about countering with sealing jutsus it would all really depend on what kind of sealing jutsu it is. I don't know much about Fuinnjutsu, but I'm pretty sure there aren't that many that deal with sealing falling rocks I could be wrong though, again I'm not familiar with it.

Questions! You can say it is since you are using lightning to cause stones and rocks to fall down to hit your opponent(s). Yes the rocks would hit your opponent if they are directly under you and at long range. The reason why this says Short-Mid is for the lightning that you release. The lightning itself only reaches Short-Mid but the stones and rocks themselves can reach up to any range below you as long as nothing is in the way to stop them.

Next jutsu.

Description: The user will raise their hand infront of them like a sword and it will begin glowing a pale yellow before releasing bolts of lightning in the shapt of a horn that spread outwards allowing it to attack multiple targets.

For this jutsu you begin gathering up your chakra and channel it into either of your hands and then raise that hand in-front of you like you would a sword. Upon raising your hand in-front of you your hand will begin to glow a pale yellow color where it will then release bolts of lightning in the shape of a horn that spreads outwards. This jutsu is able to attack multiple targets.

You could throw this jutsu than increase the amount of damage it delivers by adding water style into the mix

You could water style just before its thrown to hurt the opponent

( Raiton: Inazuma ken Fudou ) - Lightning Release: Lightning Blades Levitation

Description: The user will channel their lightning chakra into their sword to increase its cutting capabilities, and then levitate it in front of them. They will then multiply the sword creating two extra physical copies which are then all manipulated to spin rapidly and are controlled to fly towards and cut through the opponent/s.

A pretty simple techniques. All you have to do is channel your lightning chakra into a sword and cause it to levitate in front of you. As you cause it to do this you will then multiply the creating two extra physical copies of it which you will then causes them to spin rapidly and can be controlled to fly and cut through your targets. This jutsu increases the cutting power of the sword that you used making it able to cut through things a lot easier and through things it wasn't able to really cut through be for.

This is good but I want you to go detailed. The don't appear out of the ground, you send lightning into your arm, jump and slam it into the ground sending the electricity throughout the ground in the form of multiple bolts.

Description: The user manipulates their chakra and then releases it in front of them whilst holding their hands out and they generate a wall of lightning energy that can defend against certain techniques. The user can use this defence to shock enemy targets who attempt close range combat and deliver a small electrical shock that can temporarily reduce their physical capabilities.

Manipulate your chakra and release it before you to generate a wall of lightning energy before you. In order to create the wall you need to hold your hands before you and release the energy to generate the wall. It can be used as a defensive measure, to stop the opponent from attacking you at close range, or defend against weaker earth techniques. Short range and low rank are a drawback but still a useful technique.

You could use wind sickle to cut through the wall
