1: Lightning is one of the 5 basic elemental chakra natures in the Naruto universe, that is used for piercing damage, high speed movement, lightning infused weaponry/environmental objects and paralysis.
2: Weakness: Wind, because it's a natural insulator to Electricity.
Strengths: Earth, because it can very easily create fissures and destroy/cancel Doton related techniques. Though, if the dirt beneath ones feet is used for the jutsu, Lightning can be attracted to some of its natural contents.
Another element that Raiton is strong against is Water. Because conducts electricity, and in turn using Raiton against Suiton may cause alot of trouble for your enemy. Also, If used in collaboration with Water, you can not only increase the damage of your Lightning technique, but can increase the range aswell.
3: I want to learn Lightning because it can greatly effect my use of Suiton, and I plan on becoming a Water master. Also, it gets me one step closer to mastering all the basic NB training. But don't get me wrong, I find the different and intelligent uses of Lightning to be quite interesting.
4: Sasuke, Kakashi, Ay
5: You can combine Water with Lightning to create Storm Release. (that's all I can think of lol)

Everyone wants to learn everything they possibly can there's no need to be sorry about it xd

*Richter gathers lightning chakra in his hand and releases 3 small bolts into the air that quickly disperse.*
Pros: Since this technique is released from the users hand, that might give the user a since of "control"
Cons: The enemy can easily overpower this technique. And it's not a very practical form of offense.
Ways to counter: If a suiton jutsu intercepts this technique, it can use it's natural weakness as a weapon in itself. basically, Raiton infused, Suiton attacks. (if the Suiton attack is a projectile that is...)
Possible purposes in battle: This technique would probably be used to strengthen Suiton-based combos.
Would those methods work? XD
