Rain is in our world a simple concept in which water out of the seas or other wet areas evaporate. It then goes up into the sky and starts to gather in the clouds, making rain clouds. Once it's too heavy, rain clouds lose weight again by dropping the water (aka raining). To ninja's, rain is actually a way of attacking. It's seen to be used by Amegakure ninjas, and mostly it's an offensive way by hardening the rain in several ways and sending it at the enemy.
*I start by closing my eyes and focusing my suiton chakra in my body. I keep the focus up, and keep the amount steady, also making sure the chakra does not turn turbulent. Once I'm satisfied with the amount and nature of my chakra, I start molding my wind chakra with it. I repeat the proces, making sure the amount isn't too high to overlap the suiton chakra, and toning them so that they are in balance. I then send this mixture into the sky.*
