Well, well, well. Start by explaining me how the Rain 'element' work so I can get to know what I'm working with here.

Rain "element" works by simply by sending chakra into the clouds and taking control over the water inside them. When done so, one can make it rain and/or change its composition to make it sticky, icy, etc. He can also use it as a sensor and make tools from it.

I focus my Suiton chakra and disperse it through the air and concentrate it in the clouds to gain control over raindrops in them. Using my chakra linked to the waterdrops I make it rain.

The rain will keep on falling until the user uses the seal to cancel it.

*I quickly manipulate one of the rain drops behind, forming it into a highly compressed bullet which flies into your back, and you gets knocked forward, a tad.*
Well, that's the first and basic technique of the Rain Element.

This my dear friend is called Rain Bullet Technique. It' works by descending your chakras out into the rain and manipulate the drops to form into a highly compressed bullet, kinda basic water manipulation.
*I send the bullet flying at our right.*
Now you try, carefully maintain your chakra control.

I start concentrating Suiton chakra and focus on it, maintaining control. After that I disperse it into the air to take control over the raindrops. When I get contact with a raindrop I start compressing it and shaping it into a bullet using shape manipulation.

Rain Element! The element what enables you to take control over the natural suiton within the clouds, by sending chakra into the skies/clouds. When you have connected with the clouds, you can make it rain like Fat Joe and change it's matter to either be sticky, icy etc. As well as there's is this tiger at will technique, one can sense the opponent by using the rain. Tools can be made. ._.
Let me perform! I channel my sution chakra onto the clouds above us, thus making a connection with the clouds with my chakra, and slowly I take over the natural suiton inside of the clouds, thus with my chakra, I make it rain all over the field.

~Note: The user can't perform any A-ranked (or above) wind jutsu the next 3 turns.
~Note: The cloud can only be used once per battle

Ah, good you finally arrived. >_< And I see you read my book! Good! Well, firstly we will start with the most basic technique. At the time Razor is praticing it. Well, start by manipulating your chakras throughout your body and into the air, choose some raindrops of your choice and start manipulate them to combine into a highly compressed orb of water. It's not big, and hard to see in this heavy rain, pretty much a sneak attack.

I start concentrating my chakra through the air and taking control over a few raindrops. As my chakra gets in contact with them I compress it into them and shape them into rain bullets. Controlling my chakra I direct them towards House. O_O

Okie. o_o'... Goodie now, I think you get the point of the jutsu, nd it seems that you both have the quite decent skill to manipulate your chakra decent. So let's procced.

The next now is actually one of the changes you mentioned, stickyness. The next technique is called Rain of Glue and pretty much have the same substance like Syrup field you learned earlier in your water training. Now by manipulation your chakra out in the rain, with the use of water chakra start changing the substance/denisty (Whatsoever.) into a sticky mass as you learned to do with Syrup field.

While focusing my Suiton chakra in my body I start imagining a sticky and syrupy liquid. After that I release Suiton chakra into the air. As it takes control over raindrops falling from the clouds it changes their structure and they become sticky and syrupy. While falling on the ground they don't disperse but instead accumulate, trapping House.
*As I read your book while your lecturing, I gathering my chakra throughout my body, thus when I'm ready I start channeling my chakra within the clouds, and I starts shaping/ changing the matter/ density of the natural sution within the clouds, and a gluish substinance starts falling from the clouds.*
Question: So this technique will paralize my opponent, hence he'll basically stick to the ground?
If he uses lightning when this jutsu is active he'll electrocude himself right?

Very good! You have succesfully bound eachother to the ground covered in sticky liquids! (LOL) Better cancel out the jutsu before you're totally drenched. To answer your question, Doc. Yes, this will bind the opponent in place, however it won't shut down his chakra system, so he can basically still use jutsus which doesn't require hand signs or movements. To be honest, IMO it really depends on the rank, the thing is, else you could stop any lightning jutsu with water. A high-ranked lightning technique will make the water evaporate upon contact, turning it into steam clouds or so.
