But as you stated, it's somewhat used as a tactical technique. Whats good is that it can deal damage and receive it, so it can be used as useful distraction, to a certain extent. I would assume since it's made of clouds, it has moister inside so I can use that source for very small water attacks, or even mist techniques. Unsure on how many seals, I assume 3 when they are not mentioned. The rain drops will come together and form into larger ones, causing them to become both heavier and deadlier. It almost resembles hail in a sense but not exactly. The user also has to watch himself where they are being dropped on so he doesnt get hit. I would assume that the radius of this technique is up to mid like most rain techniques? And is it a type of technique that stays active, or is it a one shot deal type of attack?
