"Amazing, and yes, it stays active, meaning you can use something else in the mean time. Nonetheless, here you go."

Rank: C
Type: Supplementary
Range: Short
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that creates false clones of the user around drops of rain. Every clone is totally harmless and is destroyed by one hit or if they collide with the ground or the enemy. This technique is used as more of a distraction than anything.

Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that actually uses the victim's clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment

"Next, is another clone based technique, where you will use your Rain based chakra to create a clone from the very rain clouds. The clone resembles the you but it keeps the appearance of moving clouds with only your shape and color. Another tactical type of technique, but this clone is capable of both receiving and dealing damage (another vague description as it doesn't mention how much it can tank, or the output). Best used as only a distraction though.

After that, you will form several hand seals and focus your chakra into the falling rain. The rain will then draw together in the air, and form larger drops, which come down with great power, causing extreme damage as they fall like rocks from the sky. Due to their increase in size, they also fall at an accelerated rate."
Are we limited to a single clone? And would the clone drop from the sky, or be formed beside me somehow? Depending on the answers, thats how useful the clone may be. But as you stated, it's somewhat used as a tactical technique. Whats good is that it can deal damage and receive it, so it can be used as useful distraction, to a certain extent. I would assume since it's made of clouds, it has moister inside so I can use that source for very small water attacks, or even mist techniques. Would the clone disperse if it ran a certain distance from me?

Unsure on how many seals, I assume 3 when they are not mentioned. The rain drops will come together and form into larger ones, causing them to become both heavier and deadlier. It almost resembles hail in a sense but not exactly. The user also has to watch himself where they are being dropped on so he doesnt get hit. I would assume that the radius of this technique is up to mid like most rain techniques? And is it a type of technique that stays active, or is it a one shot deal type of attack?

"The clone is made anywhere short range around you, on the ground already, and it is limited to short range of you. The part that it could perhaps be used as a pseudo water source is vague, and oddly possible. As for the next technique, many of the Rain techniques state "several hand seals" I always presumed them to be three too! I believe it happens for the turn it is used. Anyway, here you go."

Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A jutsu that creates a clone from the Rain clouds in the sky. The clone resembles the user but keeps the appearance of moving clouds with only the shape and color of the user. Because of this the clouds cannot be used as a distraction. The clones are able to attack and receive attacks.

Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: The user does the necessary handseals and focuses chakra into the rain, the rain draws together and forms several bullets of rain. The "bullets" fall at an accelerated rate and feel like large rocks falling from the sky.

"Next technique starts off by performing the necessary hand seals (vague in description once more) and place your hands outwards, in front of you. You will then use your Rain based chakra, to gather an amount of Rainwater, which is then formed into a wall of Rainwater, which has some form of solidity to it. The water is dense, and is a great defence against Taijutsu attacks, and Fire techniques alike. However, it is extremely vulnerable to Lightning and Earth techniques, due to its conductibility and weakness to Earth, respectively. Crappy thing about the technique is that, you have to keep your hands connected to the "wall" to keep it in that shape. So its best used for a quick defence, which flows into an offensive move.

After that, you will send subtle Rain baseed chakra waves towards the clouds, which creates an unusually large nuclei for the rainwater to condense on. This creates massive raindrops that fall to the ground faster, but it doesn't cause any real damage, merely used for distraction. However, it does not have a turn limit, so one could use this to make your Rain techniques faster, in a way."

Hmm.. a lot of 'wrong' things with this technique. Overall for the type of technique it is, I am not very fond of it. Its meant to be a close range defensive technique. Yet, the user has to gesture at least three hand seals, and then manipulate the rain water to form a defensive wall. Unsure on the size of the wall, perhaps up to 5m wide and 5m in height, or body height. The worse part as you stated is that the user needs to keep physical contact with the wall to have it sustained. This means that if a lightning technique is infused in the water the user would be electrocuted even more so than by only getting hit by the lightning head on. Needless to say this technique would require the user to keep his focus on the structural defense for it to work. Rank wise, it is a decent defense but still not the bet for most situations.

A very vague technique, that would be very useful if defined more. Knowing the size increase would be really good as well as just exactly how much faster they are dropping. As far as the distraction goes, I would imagine for a couple of seconds and not throughout the entire duration as I doubt the character would respond that way. Its weird that the technique only affects a mid range radius, but the chakra is sent into the sky. I assume the range shouldnt be looked at in these specific cases.

"Indeed, its a bit sketchy, like most techniques in the list. Anyway, here you go."

Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: User performs the necessary handseals and places their hands out in front of them. Using chakra they gather up a large amount of rain and create a wall of solid water. The water is dense and difficult to move through, thus protecting the user from most taijutsu attack and fire attacks. Earth based jutsu and Lighting jutsu are highly effective against this technique. The user must keep his hands connected into the wall at all times or the wall will return to its normal state. If struck by electricity it will move through the water and strike the user as well.

Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: By sending subtle chakra waves into the clouds, the user is able to create unusually large nuclei for the water droplets to condense on. The end result is big raindrops that fall to the ground at a faster then normal rate. They aren't big or fast enough to cause any real damage, but they are quite distracting.

"The next technique is extremely useful when fighting another rain user. With a few hand seals (not mentioned how many) you will use your Rain based chakra to stop the rain completely, stopping the raindrops right where they are, even suspending them in mid air. Overall very useful, and a nice way to make a fight look like the matrix.

After that, use your Rain based chakra to form some rain into a dagger like weapon. The rain chakra gives the water a somewhat solidity to it, allowing it to inflict some damage like a real dagger would. Advantage is, once the dagger pierces the skin, it expands and causes more damage. The vagueness of the technique comes in cause it doesn't state "where" the dagger is made. Since the technique is short-mid range, one could assume that the dagger could be made anywhere within that range (though that could be potentially powerful). Since it isn't clear, I always assumed it was created short range, and can be sent to mid range."

Sounds like an interesting technique indeed. I could totally see myself using this to counter an opponent that has already used the their tiger at will rain technique to sense. If the drops no longer make contact as they are suspended in the air, i'll be safer. Now my question is; Do you have to stay focused on the rain drops being stopped and thus can't shape manipulate chakra for other techniques? or how does it work exactly?

I quickly channel chakra around the rain falling in front of me, quickly condensing it together in order to shape manipulate it into a dagger of rain water. Moments later, I manipulate my chakra in order to release the dagger towards a nearby tree in front of me, attempting to pierce into it. After impact, the rain water begins to spread and slightly shred outwards through the bark of the tree.

"No, you don't have to stay focused on it, the chakra from this technique seemingly counteracts the other, causing the rain simply to stop, or at least that's how I think it works. Anyway, here you go."

Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: This technique defines the users chakra control and for tactical measures for other techniques. The user creates the necessary handseals and every rain drop stops in mid air or wherever they are

Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.

"Now, the next technique, you will form some hand seals and raise your hand into the air, above your head. This creates an umbrella like effect, stopping rain from touching you. Although it can't protect you from the more physical techniques, but things like Acid Rain can be stopped with this."

"After that, a technique where you will send your chakra into the rain, and bounce the rain higher into the atmosphere, causing it to freeze. The rain then becomes like hail, which is then formed into a net or dome, to capture the opponent.

I start out by weaving a single hand sign. I then raise my left hand above my head whilst releasing chakra outwards. I shape manipulate the rain and chakra to create an umbrella of sorts to form above me, allowing me to be protected from above.

A handy technique, however the fact that it takes not only an active limb but also chakra focus to maintain, is off putting.

Using my chakra, I take control of countless raindrops in the clouds forcefully launching them into the sky high enough until a freezing point has been reached. Thereafter, the now frozen rain droplets rain down like hail. Using shape manipulation I form a dome-like structure that falls directly on top of a tree.

"Good job, here you go."

Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A helpful technique for staying dry in the rain. After a few short handsigns, the user can create an invisible umbrella by extending their arm over their head and holding an open palm towards the sky. This "umbrella stops all rain, but cannot stop jutsu that take a more solid form like the Rain spear technique. This technique was actually made to stop the acid rain technique and other average falling rain techniques from touching the user.

Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: An advance version of rain capture where the user bounces the rain into the clouds. The higher up they go the more colder they get untill they freeze and come falling down(similar to hail)in the form of a net or a dome to capture the opponent.

"Now, for the A ranks! The first one takes a familiar concept, and allows you to use your rain chakra to cause the rain to bounce higher into the clouds. This causes the rain to freeze, and fall down like Hail. Now this technique us an advamced version of the Rain Dagger, now allowing you to make frozen rain daggers!

Another one, with the same concept as well, but only allows you to make a single hail based blade."
