Used properly and in conjunction with chakra infused rain, you can completely hide yourself from most users (sharingan,byakugan, rinnengan) can definitly see through this jutsu, but others it will prove most difficult.

This is to conceal my movements as if I was rain itself.

~I gather my chakra by doing the necessary hand seals. I then begin to conceal myself within the rain as though I am fading away. I then slowly walk towards a tree to see if you are able to see me without the sharingan.~

~I create the hand seal while concentrating on the rain and I manipulate the raindrops close by another tree to become more solid. After a while of concentrating on how solid it should be I finally get it as sharp as I can get it to strike the tree multiple times.~

This next one take 3 turns to form up in the sky before you can use to attack the opponent. All frozen rain jutsu take 3 turns to form in the sky, unless it's a custom combined with wind.
