Ace gathered his Rain chakra and observed the clone closely. As the rain was falling, he focused his Rain chakra at the area around the clone and at the ground, and manipulated it in such a way, that the surrounding area turned hygroscopic, "attracting" all the water, i.e. rain drops at the area where he focused his chakra, akin to a magnet. This caused a large amount of rain being focused at a certain area, eventually weighing down the clone and halting his movements, due to the rain being attached to the ground as well.
Advantages: 1)Requires no handseals to perform
2)The technique happens very fast and can be used to slow down opponents who have speed boosts or who are proficient Taijutsu users.
3)The moment the technique is initiated, the user can follow up with a clone attacking the opponent in short range, which would be near unavoidable.
Disadvantages: 1)Even though it happens pretty fast, the opponent can lighten himself and be free of the traps.
2)A burst of chakra, like the B-Ranked Earth one, can release the opponent from the "leashes".
How would you use it in battle: I would combo it with Antlion technique, and the opponent won't see this technique coming, unless he has doujutsu or sensory, since this doesn't require any hand movements, nor any handseals. Or possibly another Earth or water jutsu to trap him, and follow up with this. This is more of a supplementary technique than offensive or defensive, so I would primarily use it against users who have speed, by focusing my chakra over a larger area.
