He had been told that, to tame the Rain element he had to have a mastery over Wind and Water natures. He was a fire master, but he was skilled enough to gain a mastery over both releases.
From my understanding, Rain Release is the advanced manipulation of water release, focusing solely on rain. With Water Release, you can make it rain, but from what I've seen from Amegakure ninjas is that, with Rain Release you can manipulate every single drop of rain; in other words, comprehensive manipulation of Water Release. I guess, the Wind element is used to increase the sharpness and cutting power of the Water element, as well as altering the weather to bring forth rain.
It's weaknesses would be Earth Release, as earthen structures are solid enough to bear the brunt of Rain Release attacks, as well as they absorb rain easily. Also, Wind Release; specific wind jutsus are powerful enough to blow away the rain clouds. Last, but not the least, Lightning Release. There's a certain risk of being electrocuted when rain falls on the field.
Strengths would be Fire Release, similar to Water Release's strengths. It can douse fire. The advantage of Rain Release is that it covers a massive area(depending on the technique ofc), and due to being widespread, can douse fire faster.
Well, Wind Release is a brilliant element to cut through obstacles and push away the opponent from you and redirect his attacks toward him. Water Release is a very versatile element to take control of the battlefield by either making it rain or use it conjunction with Wind Release to make it faster and more powerful. When there are no water sources, you can make your own by using a medium/large water technique and materializing water out of it.
Wind and Water Releases are strong to Fire, Lightning, neutral/weak to Earth, meaning one can still survive using only these both elements. Earlier, I didn't like Wind, but after using it in the test, I started loving it, since the opponent has to be weary of close range combat. Although, he has the choice of using a superior element, Fire Release, there's Water Release at one's disposal, which obviously forms steam/overpowers fire and continues toward him, and can crush his bones if powerful water techniques are used. Even if steam is formed which clouds one's vision, one can simply follow up with a powerful wind technique to catch the opponent by surprise, since it's a fast element.Finally, you get to train me in something, lol.
