Honestly without sensing I'm not sure. If they used it as their first move but if they used stone spikes or similar first I would use the earth armor or hardening tech so that it would counter both.

Rukia starts by sending her chakra into one single drop high in the sky. Once the chakra is channeled in the drop, she starts to manipulate it. The first change she makes is to condense it. This causes the raindrop to have a more solid form. The second change is made when the water drop is condensed. Condensing the droplet causes the edges to become very thin and sharp, much like the blade of a katana or knife. The lethal raindrop falls down and cuts a thin branch off a nearby tree. It continues though the branch and impacts with the ground, cracking it slightly
