Well, since Raikiri and Kirin can only be used by Kakashi and Sasuke respectively i reckon it should be safe to involve them using the techs in a fight.
So, if Kakashi knew about Kirin, he would be able to react fast enough by the Sasuke takes to prepare. This is like close-range vs. mid/long-range.
I'd say Raikiri is better overall because the time it takes, amount of times it can be used and going by it's reputation.
Plus it can be used in succession, with both hands.

well im gonna give it my best shot:
raikiri : it's said to cut lightining
kamui( kakashi's MS jutsu ) : can blow anything to other space's
kirin: uber strong but takes to long to prepare
raikiri vs kirin : raikiri uber fast ( doesnt need handsign's anymore ) kirin uber fast ( needs atleast 2/3 jutsu to perform ).
yes since kakashi doesnt now about kirin it would surprise him but sasuke doesnt diractly shot it he needs time to link chidori to the lightning that's enoth for kakashi to activate MS and since we saw him using kamui in a freaking nail shot by pain (it was fast and small wich makes it hard to point a time/space jutsu like kamui so that means kakashi got really better in it's use ) so i think as kakashi is uber smart he can predict what kirin does ( because he was the one that though sasuke chidori and is basic fighting style kakashi can easily predict moves made by sasuke ) and use kamui instantely and kill sasuke whit raikiri.
but still in terms of raw power i would say kirin can blow a moutain but if kakashi can cut lightning with raikiri then he can cut kirin and he as MS so uber vision.
and for the genjutsu like tsukuyomi since sasuke with noraml sharigan can block it kakashi can do it with MS

I think any lightning attacks don't have any use on lightning users....when kakuzu performed a lightning attack on kakashi he was just absorbing it and nothing happened...I think it would be the same with kirin but it's just a guess

wait if sasuke used amerastu in the sky instead dof the dragon flam couldn't he use kirin for three days while using no chakra?

kirin is faster, nearly unblock- and dodge-able and insanely destructive. the abilitys of raikiri are pretty much the same as chidori's, one hole as big as a hand, kirin destroys whole areas. and cutting a lightning can also mean a raiton like raiga creates them, and they are pretty slow and weak.
of course kirin's preparation needs more time, but the question was which is stronger, and that's kirin.

i agree with the prototype better than the upgrade thing... kirin moves at the speed of light and is like a nuke man... its area of effect wilst raikiri is a single target melee ranged jutsu! are you kidding me kirin is beter no question also... if the conditions are right for a storm cloud to form then kirin requires little to no chakra.... sasuke just has to redirect it.... its easy craps

bs, terribly thought out. kakashi wont know anything about kirin, first off he isnt that fast. and for him to be able to warp away kirin he must look at it for a while. kirin zaps down at the speed of light. boom goes kakashi.
