At first I thought Raikage would win with the whole super fast taijutsu and lightning armor but Naruto has the wind element which is stronger then lightning (if i'm not mistaken) so one hit from rasenshuriken would blast away that armor. But on the other hand Raikage is super fast so i don't really see how Naruto would be able to keep up with him.

Look in Sage Mode, Naruto stop and toss up in the air the giant Pain rhino like creature remember? You think Raikage can do that? Now add Fox Chakra to Sage mode and Naruto's strength and speed will be even more. Raikage will look like He is moving in slow motion Next to Naruto. And Naruto dose not need to get a direct hit on Raikage a graze is as good as as a bulls eye.
