Naruto wins easily, he makes a clone that the Raikage will atack then he can get him with another clone from behind.
Its simple really he can use clones to defeat Pain someone who uses their head, im sure he can use hem to defeat he Raikage.

Raikage had to use a sunshin Jutsu to dodge Amaterasu, so he isn't as fast as people make him out to be. So to use that jutsu against Naruto he would have to be close, if Naruto just keeps his distance he can get rid of the speed used by the shunshin. and counter the rest with his own, because the sharingan can keep up with the speed.

I, don't knwo guys i think Raikage kinda fail to Sasuke, only becuase when he shunshin behide Sasuke, Sasuke use Black flame to cover his body, which had raikage, and the second time Sasuke had Raikage, is when he was on the floor and raikage was about to kick him, while Gaara save him so i am sure raikage would have lost that battle, thats just my opnion so giving from those circumstances i think Naruto has much of a chance to win.
