Being Kage dos not necessarily mean you are stronger than the other guy, The Sans Kasakage was kill by Orochimaru who then made Himself to look like Him, to go to the chuning exam and invade the village.

that is true but the kazakage cannot be a good exmple because we have nver seen him fought before ....so that point is not very effective
