The distance matters, Sasuke with a sharingan had a hard time reacting to A.
Now imagine Gaara, who's not only slower, but also lacks a sharingan....
Raikage in base form is faster than Gaara, once he goes V2 Gaara's in BIG trouble.
Quite frankly a staionary fighter like Gaara will have a hard time dealing against Raikage's attacks. I'm going to asume the distance is around 25-35 metres which is standard btw.
So yeah, A takes it more often than not.
