It depends on the time frame. In the early days Tsu said he "Defeated" Madara. But now I doubt he can touch him. The A vs Sas fight sums it up that A will win little to no difficult. So it all comes down to Tsu vs Madara.

awwww people just still considering that old bag to be any match against madara OR ssk...
I dont say that that old bag was the same as now but now he is just a bunch of bones weakly joint together by .........glue or something ........... Ssk isn't going to give time to make his box tech. where A would be of any use but not for much long....

Obviously you guys don't read the manga. Tsu beat Madara. And the creator of this thread said Madara WITHOUT Rinnegan/sharingan combo. Meaning he only has Sharingan,MS.

As far as we know Madara has had MS ever since Izuna died. So that means he fought Harashima with it and also Minato with it. Which means Madara had MS fighting Tsu. So that means Tsu have experience fighting a MS user. And he won. Raikage have exp fighting a MS user hence the fight at the summit.
