they kinda fought at the summit but didnt like go further because tobi had to have a story time moment and they were both bested by minato.

To be honest I would have to go with Raikage from what we have seen. The only reason they didnt attack Tobi at the summet was because they thought he was Madara (I think so anyway). But it depends if Raikage can escape the S/T jutsu like Minato did. Raikage needs to keep blitzing for 5 minuites.

that doesn´t really mean that he can beat Raikage. we can be most certain that A has more chakra than Tobi, so i go with A as Tobi can´t keep that intangibility for long

I doubt that A would get caught in Tobis Space-Time Tech since he is too quick and Tobi needs to lay a hand on his target to suck them in. Plus A has Lightning Armour therefore Tobi cannot touch him. A most likely has more stamina therefore will be able to outlast him.....

His ability to warp others into another dimension or his mastery of izanagi should be enough. He has techs that can beat A. A doesnt have any that can beat him
