i'm going to go with the Raikage on this one
itachi can't do anything to him, Genjutsu shouldn't work since he can just power up his raiton
he can dodge amaterasu, the sword won't do much if he can't connect
he would just have to dodge and wait till itachi runs out of chakra or goes blind
then it'd be easy

Itachi with mid difficulty.
A is too hot blooded and against itachi one mistake would cost you the fight.
Can easily see itachi outsmarting him and getting him in either tsukuyomi or amaterasu.

itachis tsukyomi would be useless since the raikage's to fast and he wouldn't be able to cath his gaze and look in to his eyes, susanoo will keep him protected but only for so long and the sword of totsuka wouldn't be able to touch a. simple genjutsu wouldn't work either since his chakra is constantly been disturbed when he uses his lightning armor
amaterasu wouldn't work either since a can just dodge it in a split second and itachi can't manipulate the flames to the extent that sasuke can and therefore wouldn't be able to use it as a shield .
the raikage's speed and stamina is the deciding factor here which should each be at 5 each, with his speed been off the charts.

Raikages ultimate attack raiga bomb barely cracked susanoo in just ribcage mode
What in the heck would it do to a full power susanoo with yata mirror
Totsuka blade extends itself and can be swung quickly by itachi and A prefers to get in the way and take attacks head on to soak them Chidori etc

Itachi was coughing up blood against Sasuke when he used Susanoo.
A sent Madara with an EMS susanoo flying on impact, you think he would'nt be able to outlast Itachi who has much less stamina?

I guess you missed the part where Itachi should have been long dead before that fight due to illness.
Fan boy or not, A is far too hot headed and rash while Itachi is calm, collective, and analytical. It's A's personality's weak spot.

Hot headed or not, the Hidden cloud knew about the sharingan and that it could cast genjutsu.
And A is a Kage, he can be analytical when needed, not on the level of Shikaku but he's not a complete goof like Naruto is.
