gotta be hiruko high difficulty. anything thats thrown at him is thrown right back via dark release and storm release should be strong enough to counter a's raiton. Chimera is a tough summon too

True, but the Raikage is supposedly the fastest ninja ever (except for KM Naruto), but Hiruko has swiftness element. I think A is faster than Hiruko. The big question is do Hiruko's other techniques counter A's extreme speed and brute force?

yes. as i said as soon as A gets close, dark release absorbs up his raiton armour, and with steel release, he can attack hand to hand and not die against him

Raikage is faster than Hiruko I think, but Hiruko has far better abilities. He has four freaking kekkai genkais.
