wrong....the mist can be used as a defense and offensive initiation point. if you find yourself in trouble, you can use the mist to blind your opponent and sneak away. or you can use the mist to blind your opponent and launch an attack. the only problem is that you are also blind in the mist

similar to how you would summon a wind sword, do the hand signs and than use your chakra to mold the water..like this
