In it you can see that the mangaka of a series and the anime studio discuss the anime and overall manga in a meeting

SP and top execs at WSJ likely said that in order to entice the reader they needed something unique for Boruto to have and thus created the Jougan like how Naruto had the Kyuubi

It was meant as Byakugan . Jougan is thing because Kishi forgot to give Boruto byakugan.

If it was meant to be a Byakugan, the author would of drew it with veins. The fact that the Animator drew it the same way un-colored as the Manga, proves this further.
