they even said that they never finished what the Jougan was or is in the anime writers/animator comment

did you watch the anime Shirobako, Indra?
In it you can see that the mangaka of a series and the anime studio discuss the anime and overall manga in a meeting
SP and top execs at WSJ likely said that in order to entice the reader they needed something unique for Boruto to have and thus created the Jougan like how Naruto had the Kyuubi
a mysterious power
before that the manga chapter was already published and so that was most likely the byakugan since the Jougan got thought up 6+months later

Idea of Jougan didn't even exist when this was published.
It was meant as Byakugan . Jougan is thing because Kishi forgot to give Boruto byakugan.

If it was meant to be a Byakugan, the author would of drew it with veins. The fact that the Animator drew it the same way un-colored as the Manga, proves this further.
I dunno why people are avoiding the problem at hand.
