So if a person has dropped a bio can another person take it.
Example:User 1 drops naruto bio
User 2 asks user 1 to use his bio and user 1 agrees can user 2 use that bio

If its a cannon bio, like Sasuke, or Kiba then anybody can make that bio at any time they wish.

If its a custom bio like Luffy from one piece, user2 would have to ask for permission from user1 who has the bio, then if user 1 says yes, user 2 can make the bio.

If you're talking about the same bio, like you drop your bio and give the PHP codes to your friend who then makes the bio, I think that's also allowed, since I remember seeing it done once, however you should wait for further answers as I am not 100% sure. ^^

Don't also forget that certain cannon bios like the jinchuuriki ones and kisame, for example, are limited to only one (of each) in the whole Narutobase RP.​
