Not at all. Naruto's cloak has nothing to do with his lack of Bijuu power. Whether he uses the form is rather just a display of what power he chooses to use, or do you expect him to go all out during each fight? Yet it's the same people who preach Sasuke has all of his Rinnegan techniques but neglect the fact that Naruto retained everything he has used before, it's quite the hypocrisy.
Second of all, Truth Seeking Balls have nothing to do with Bijuu chakra.
Listed as just a Ninjutsu (not Kekkei Mōra), used by Madara, Obito, and Naruto. It says that when an individual manifests (literally "blossoms" 開花) Six Paths Senjutsu, black orbs comprising the power of all five elements and yin-yang appear, forming a circle that floats behind them. They can manipulate each orb independently. Each orb is about the size of a fist and hides within enough power to completely obliterate a forest. With the power of Creation of All Things, put simply, the shape of the black orbs can be freely altered, and the many natures comprising them can be combined to manifest a variety of effects. It is a power that easily exceeds both Kekkei Genkai and Kekkei Tōta.
PS: I need to make a minor (okay, somewhat major) correction on the Truthseeker Orbs thing.
I accidentally translated the phrase shinra bansho as "creation of all things," but it actually means "all of creation" or "everything in the universe." It's not saying that they're using the Ninjutsu "Creation of All Things" to manipulate/control the Truthseeker Orbs, but rather that they're using "the power of the universe".

Lastly, your deduction is wrong. After placing enough Bijuu Chakra into his Susano'o with Outer Path. Sasuke said "You only hold a little piece of each Bijuu, you can't win against me now." (VIZ)
He isn't saying this as in Naruto lost chakra, he's stating that in comparison to himself, Naruto's Bijuu chakra lacks in content. Therefore since Naruto lacks their power, he can't beat Sasuke who has more. Anyway, Naruto will always have the Tailed Beast chakra in his body, it was stated by Hagoromo in two different chapters that he will always have their chakra:

The author of that thread provided enough counters and evidence to show why Naruto and Sasuke can individually take down Madara, and that thread is super old too. Before the Last came out I think.
Yes, I read the thread. The problem is you're assuming that Naruto would have the mindset to pull off all that in a death fight against Madara or Hashi!

Not a single evidence throughout the manga hinted that Naruto can fight at that kind of battle level with Madara or Hashi. I'm not talking about firepower!
The whole damn manga proved that Naruto wouldn't! All his fights are straightforward. The only fight that he had really use his brain was against Pein. Even then, he had intel and them two lil runts helping him.

Naruto spammed Shadow clones against Kaguya. Kaguya can't tell which is real or not! Madara can differentiate, which he had stated twice during the war arc, the shadow clones from the real one.
Just stop. It ain't happening.

Naruto doesn't need to trick Madara with a shadow clone to defeat him, your missing the point of Naruto's intelligence in battle. He's not a strategist like Sasuke, but he's a more "on the spot" tactician. He has enough intelligence feats to put him on ground level with any smart and incredibly intelligent fighter, because he has the manpower and skills to backup what he lacks.
Guess what? You need to be a strategist to fight somebody like Madara or Hashi. That's the point! It ain't happening with Madara or Hashi unless they allowed him to to dance like Mighty guy! Don't tell me that Naruto will go all out for the kill from the start! You will be going against everything that Naruto stand for!
Kaguya lost all credibility from falling for the sexy-no-jutsu and them shadow clones. Don't ever bring that broad up again.

Sasuke is just as smart as Madara, maybe even smarter. And Naruto fought him equally. Hashirama isn't even a Genius intellectually and he fights with Madara as well :lol
