probably the characters that you are missing are sasuke young,Minato anid sasuke shipuden and maybe kabuto.To get this ones you need to do some missions (yes i know how the heck i pretend you to do missions if the game is in japanese, check a walkthrough and it will all be explained much easily.
Once you do some missions, you will have to do a mission caled (into the darkness) here you will play as sasuke in a dungeon in orochimaru?s hideout. Once you complete this one do some more missions and tsunade will gve you a mission called Into the darkness 2 , you will form a team with sai and sakura and go investigate in orochimaru?s hideout, once you complete it you will be able to use sasuke in rpg mode by equiping the item that has plus 2 in everything.When a battle starts sasuke will appear instead of naruto.
OK now, once you,ve done ALL this, go to orochimaru?s hideout and in the entrance i think that kabuto is standing there , defeat him ,enter the hideout and in the first rooms sasuke(young) will be there, go further till you reach the center(where the snake is )and sasuke (shippuden) will battle you, all these are no face gangsters , i think that there are only 60, minato will be the last one standing in the hokage room.
