Am I allowed to advertise a clan that I am part in the base. And if so what section would I be allowed to advertise it in?

If you are talking about a Social Group, there is no problem in my opinion. The Fan Club section would be the right place I believe. If it does not consist of other websites, it is allowed. How ever, advertising other websites is against the global rules.

For something like a real life game clan, go to the Gaming Sections. For an RP clan you can go to Konoha Town in the case you hold applications. You can also try the Chatterbox.
