Obviously the Part of the series determines the effectiveness of the jutsu as most are stronger... however Chidori is a Part 1 A rank jutsu that is still viable against someone with Rikudo powers...

Chidori literally did nothing to Naruto but push him back. For a jutsu that is supposed to pierce, it didn't even make a superficial scratch on Naruto's skin Lol

cause he used chakra cloak to protect himself... chakra can't cut chakra.. However the force behind that technique knocked him back and even a TBB explosion could not knock Naruto back this meaning Chidori tap > TBB Explosion
