Question about Summonings

In the rules it says this

-Every user can hold maximum two contracts for summons and one for weapons (except for puppet users). When you reach Jounin rank you can update your biography mentioning the animal contract you wish to obtain according to these rules. The other summon you must either obtain in when you reach Kage rank (and then you update your bio) or you ask someone else to let you sign his/her contract.

My question is does that mean each user as in I'm the user HiddenShadowNinja, or user as in each character bio? Like, can you have one summon in one bio, and a different one in your second bio?

It means the user as in HSN. You can have two animal summonings in total. It's the same principle as with custom elements.

So would this mean if you are kage rank, say you have a jiraiya and oro bio you could have snakes and toad summons? but they could only use the summons seen in the manga?

Oro bio would be able to have only the snakes summon and Jiraiya only the toads summon. As a user, you wouldn't be able to submit another summon cause you are allowed 2 in total and these characters have cannon summons. The jutsus are another story. You can submit custom summon jutsus for your characters ofc.
