Can the user teleports to wherever he/she wants to go? i think its impossible thats why Minato used kunais with special marks on them. In the case of Madara, he teleported straight to where Sasuke was. or perhaps he has placed a hidden mark on him.

in the case of minato it needs a seal in the case of madara no it does not need a seal

I think Minato's jutsu may be a little better than Madara's. Dont get me wrong! Warping in and out WHEREVER you want is FLY but Minato just appears in certain areas.

It comes in handy being able to teleport somewhere far away from the enemy but it's much cooler to appear and be able to whisper these words in your opponent's ear right before you deliver your final blow. *waits for dramatic pause*..........."Checkmate!"

Both have advantages and disadvantages:
Minato has the advantage of speed, he teleports instantly, but has the disadvantage of being dependent on those seals, he can only teleport to a marked place.
Tobi has the advantage that he can teleport wherever he wants, but has the disadvantage that it is not instantly, it takes some time to warp away.
