Is this a clothing style of the Hidden Grass? Did Oro dress them up in his fancy rope belts after killing them? Did Oro spend time in the Hidden grass we don't know about and this was some super crazy foreshadowing of some information about to come up about Oro? Ever since we've seen him he's had that same style shirt and rope belt

Here back in the sannin days Oro is not wearing that outfit

I made a theory a while back that Orochimaru controlled Kusagakure as well as Otogakure. That would explain his wardrobe.
