It doesn't make sense because you do not understand the tech. Kamui is Obito's eye tech that only he can use, like Shisui's ability. Kotoamatsukami could be used only while his eye.
Susano is one of the sharingan powers for which having sharingan in both eyes is the basic requirement. With Obito's both eyes and chakra Kakashi was able to use it. If he copied it - it's just he learned how he could use it having seen what it could do.
It was never said MS was necessary for it. People assumed because previous users had it. As the story uses it on more occasions it's getting defines in more details and we saw Madara using it blindly. One can say after once awakened the power and having basic skills and chakra it's usage do not depend on having eyes even.

Kamui is a special 3rd power of Obito's MS, the third power depends on your chakra and MS so in order to get that you have to have Obito's chakra. Even though Kakashi had Obito's MS his chakra is different giving him a different kind of Kamui.
