Qualities of missing nin?

Can some body retard this for me, what are the qualities of missing nin? who are the missing nin? how can you tell if they are missing nin?

Most likely, cant say all because there are some special cases, missing nin are being hunted by their country so that person cannot go out and leak the country's secrets.
