OT: If that's the case i'll go with Sasuke high-diff.
I used to say Neji but i don't see him keeping up with a Kurama chakra cloaked Naruto. 3T should be enough to avoid Neji's offensive strikes and prepare a counter attack as well.

Sasuke wins neji had a hard time keeping up with red chakra naruto let alone the full red eyes who owned naruto in cqc 3 tomoe sharingan pre-cog makes neji attacks useless chidori shits on rotation

He was wrecking Team 7 without using the curse mark, that includes Yamato, Sai, Sakura, and a weakened Naruto. Orochimaru even said that KN3 Naruto was no match for Sasuke, and PTS Sasuke without killing intent, defeated a thousand shinobi and didn't get a scratch on him. Neji on the otherhand couldn't even solo 30% Kisame, he had to play backup support for Gai, and Neji couldn't even land a hit on armless deidara while base Sasuke is so fast, deidara needs to blow himself up with C1 in order to not get blitzed.

:O well if that's the case it's not a stomp, but sasuke should still win. He was manhandling KN0 Naruto while Neji was beaten by the same form. Plus, I doubt neji's Kaiten at that time could deflect something like chidori.
