ABC logic doesn't apply in this match up. For one, Naruto defeated Neji because he had gotten cocky at what he presumed to be the end of the round and disabled his Byakugan. Otherwise he would have seen Naruto's clone underground; he's not making that same mistake, especially not against Sasuke who was supposed to be the number one rookie that year.

For two, they have different fighting styles. Neji was manhandling Naruto until he activated KN0, and even then he was still capable of reacting to him. Sasuke lacks the same explosiveness of that Naruto, and quite frankly once 64 Palms connects he has no way to reopen his chakra points.
