Even with 3-tomoe, if Sasuke doesn't have the CS then I'd arguably vote for Neji.

Lol rotation is just his chakra it has no element it would just deflect fireball. Neji takes this. Note on people saying Naruto beat Neji so Sasuke can. Neji hit all of Naruto chakra points what would kill anyone unless they had nine tails. Neji does that to Sasuke it is over. Chidori would be easily countered by rotation or simply Bykugan dodge and then hit. Anyway Neji wins.

Sasuke may be as fast as Lee, but better at taijutsu than Lee? You have got to be trolling.

Neji's Kaiten is not made out of Wind chakra. Go do some research. It's made of basic chakra.
