well acc. 2 me Minato can win as he was able 2 counter TOBI just after seeing his ability 1-2 times so he may be able 2 encounter 2nd Tsuchikage's attacks as well(if left alive after witnessing which is possible due to his ST ninjutsu) and if he got 1 chance to place some seal on him by touching then Tsuchi is doomed.

when sasuke was trapped inside the dust tech, he was saved obito. minato can simply fgt out of a dust tech easily. minato usually spams kunais with fgt all around for more better teleportation. i would think this match goes to minato - high diff. dont forget, edo-tsuchikage was simply defeated by naruto using rasangen on him. but im sure minato has more tech that has never been shown. but also tsuchikage has tech we have seen either. from wat we know of, i believe minato takes this high-diff

Your argument relies heavily on dust release which would only kill Minato if he has yet to through a FTG kunai. Once one is captured in dust release the user must activate it this takes time - furthermore even if it is activated Minatos FTG is still faster then the molecular decomposition process (note* Obito gets Sasuke out of dust release after activation). Personally I think the biggest flaw with this argument is undermining minatos speed... If Mu was given the time to counter - yes he could stop minato easy, but personally I don't think he's that fast. Oh and not to mention - minato would use far less chakara using FTG as oppose to Mu's dust release (or anyother move for that matter). On top of that minato can FTG distant attacks to other locations. Imo I think the 3rd Kazekage is much more threatening to minato because he has the speed to make contact and the ability to wall almost anything Minato can do (Naruto only figured out how to kill him because of intel). However I do like your assessment of abilities, but I think you may have got lost in that (forgot crucial elements).

nowhere was this ever established. tobirama was defeated by kinkaku and ginkaku who seemed to actually respect third raikage but looked down on tobirama like he was nothing, just an easily beaten peasant. ET was the only aspect of tobirama they seemed to accept was strong since it did resurrect them
