I agree with you on the first part, but to know for sure if Sasuke can equal up to Naruto's strength if he gets Rinnegan is, Nagato vs. Naruto.
I think Nagato alone is stronger than Naruto.

Sasuke was given the Sharingan.
Sasuke was given the Curse Mark.
Sasuke was given Oro's power.
Sasuke was given the Mangekyou Sharingan.
Sasuke was given the Eternal Mangekyou Sharingan.
Sasuke will be given the Rinnegan.

The proof is he's been given everything without any effort at all...
