Kakashi wouldn't have the chakra to sustain 2 sharingans. He'd have to cover them both up outside of battle.

Is there someone els involved in the moon eye plan?

He just means how Kakashi can send stuff to Kamui, but he can't enter it like Obito. Then theres Susanoo which Kakashi or Obito can't seem to use due to only one eye each. Kakashi can't handle two of them. The only way this works is if Obito really does become a good boy and Kakashi dies, giving back his eye.
