An infant cannot handle Kurama by himself which is why that 8 Trigram seal was placed by Minato hence Naruto only possessed Yang Kurama. Yes the minute he was born he had great base reserves which confirms that he is Uzumkaki. Tobi retorted the same thing about Naruto.

There's only been 3 jins for Kurama, all of which have ties to Uzumaki in their blood. Naruto, Kushina and Mito weren't chosen for no reason.

If they attempted to seal 100% Kurama in either of them, they would have died.
