Well from when sasuke looked at A and A dodged it I thought it was obvious. It is just very fast at close to mid range.
If it was instant whatever sasuke looked at would be caught for example A.

here we can see that itachi wanted to spawn amaterasu on sasuke but since sasuke dodged amaterasu flew forwards towards the trees....so we can presume that amaterasu is basically a very fast projectile(not instantly appearing on target but just going very fast towards it)

One instance on why this technique isn't instant is the timeframe in between when the user closes their eyes (to gather chakra) then opens their eyes to release the chakra (the eye bleeds) that isn't instant.

Notice the trajectory and velocity: Naruto was completely perplexed by Amaterasu, and given his speed in that condition; it’s possibly that anything less than instantaneous would have been observed by Naruto. Congruently, attend to the distance as well; Naruto is a mere spot in the panel, that distance can safely be concluded to be over fifteen meters. (Not my stance on the matter, but a potential argument).

Nagato "felt" the technique was about to be used, and that feeling is probably immensely more intense at the target point. It also explains why Naruto only was able to react to Amaterasu after it erupted on the dog, whereas Ei dodged it. There could be some other cue, but I think that's how it works. No travel time, but some cue immediately before the activation of the technique (similar to the warping with Kamui).
