Even if you can summon the shinigami using chakra, the shinigami himself is an entirely independant being from a different realm. My point is that Minato created his jutsu based on an Uzumaki jutsu. It does not state that the only way to bring the shinigami is by using chakra to open the portal. The way Orochimaru opened the portal using a mask also suggest that there are ritual item that could be use for the sealing. Another fact is that unless it is proven, normal humans are not born with chakra, but can mold their chakra. Rikudo did not give them chakra. Rather, he taught them how to make chakra from their energy. Thus, the Uzumaki could have been using chakra with their sealing without knowing. This happen in real life where you can find a plant that heal a sickness without knowing the actual process going on a a cellular level until academic people discover the chemical responsible for the healing.

About the info missing, the fact that it is not recorded on the stone tablet prove that the person who wrote that tablet did not have it. Thus, Madara can say that it was lost due to time while time did not destroy the tablet. My opinion is that the Uchiha are irrational, and as they can read the tablet to resurrect Juubi, someone else has the power to stop them. That person must know the missing piece.

There are a plethora of reasons for the info to be missing other that the person who wrote it didn't have it, like... oh, I don't know... it NEVER EXISTED! Person who created the tablet seems to be the Sage, maybe the Elder Son, both these people would have hade the "missing piece" you seem to believe exists. Clearly the moon's eye plan was probably created by either of them to be the ultimate solution. Makes sense for the Sage to have created this but then have a change of heart, after all he did walk the wrong path.

It's just common sense and simple deductive logic:

Orochimaru wanted to possess Sasuke, but even if he did possess Sasuke, the soul part of his arms would still be sealed inside the Reaper, so Orochimaru still needed to retrieve it, but in doing so would
kill the host body (which is Sasuke) so what Orochimaru should have done is have one of his fanatical servants sacrifice himself/herself for him to wear the Mask and unseal the Reaper so he could get his arms back, of course he could have done this even before possessing Sasuke because if the sacrificial servant would unseal the Reaper for him the soul part of his arms would just go back to him anyway without harming his host, that is, if the Shinigami Mask was the only thing needed to unseal the RDS, so why didn't he do it before? answer: it's because Orochimaru couldn't, the Mask itself is not enough to unseal the Reaper:

What Orochimaru intended was to possess Sasuke and use his Sharingan to open the sealed door to the Naka Shrine and have of his servants sacrifice himself for him to unseal the Reaper to get his arm's soul back while preserving Sasuke's body, because the catalyst for the unsealing is inside the Naka Shrine: The Uchiha Tablet.

Also, one cannot argue that Orochimaru was the one who was necessary to perform the unsealing to get his arms back, for Orochimaru was determined to possess Sasuke even before he got his arms back, if Orochimaru was successful in possessing Sasuke, he would not dispose of his body, Orochimaru will not wait three years again to perform the Reaper Death Unseal and dispose Sasuke's body just to get his arms back since Sasuke's body is Orochimaru's prized possession, therefore, it only stands to reason that anyone performing the Reaper Death Unseal is sufficient to get his arms back once his arm's soul had been released from it. So why didn't Orochimaru have one of his lackeys unseal the Reaper before? because they don't have access to the Naka Shrine were the catalyst for the unsealing is: The Uchiha Tablet.

Incorrect, only the souls/consciousness imprint of Orochimaru's host stays with him, not their powers, in fact he suppresses them, and Orochimaru said it himself that a proper container would enable him to live a full lifetime without the need to retransfer hosts every three years, he intended to live on Sasuke's host body for a full lifetime.
