You got a few things wrong here, but yes Kakashi with both MS plus Rikodu power is pretty OP. However he definitely can't attack while intangible, that makes no sense.

Kumai raikiri is like kumai sharingan, it's kumai in the shape of raikiri, that's why the lightning was black.

Also I doubt he can use the different forms of kumai simultaneously, that was never shown in his litany of new attacks. It seems like with two he gained the ability to shape kumai, and double-speed for both his and obito's versions individually.

I think the raikiri was black to signify that he's using the Sage's chakra just like sasuke's chidori was black when using the Sage's chakra

Then why call it Kumai raikiri instead of Senpo: raikiri.

If the point of the jutsu was to show Kakashi can attack while intangible, as has been suggested by OP, then why no panel actually displaying it. That would be pretty pointless. He phased through the bone attack before the kumai hit not during.

1. It is just pure Assumption Kakashi needed to act fast as he was next to Sakura. Sakura was also runing away from it in Kakashi's direction made it more easy for Kakashi. No proof he just activated PS and it would be unleashed off-screen as he got double MS few pages back.

2. Naruto and Sauske were shown in slow motion while approaching Kaguya, besides they were too close to use speedblitz instead all they need was placing seals on her.

3. Kaguya wasn't even concerned by kakashi and she has no knowledge about intangibility while sneaky Kakashi as true shinobi was closing distance to her so he would not react in time. Besides Kaguya was focused on Naruto and Sasuke to be not caught. It was her understimating Kakashi which caused Kakashi hurting her, if she treated him serious then he would be dead right away or seconds later.

Maybe because Sasuke actually DIED for it? Cause he was destined to it? Kakashi isn't a Uchiha nor Indra's reincarnation. Sasuke didn't borrow the Rinnegan ENTIRELY. His own blood helped him get it mixed with Hashi's. Could Kakashi awaken his Sharingan on his own? Nope.
