Once you add an element like wind to Rasengan it stops being normal Rasengan and becomes a different jutsu:

What Kakashi did was not "wind release: rasengan", it was "normal rasengan". He didn't add any element to it. His attempt at doing so is how he came up with asimilar jutsu, chidori/raikiri:
