The chakra after consuming the fruit is manifested inside of the user. Yes, they have the same amount of chakra, but one manifests inside, one outside.

Isn't Chakra like Energy?
Isn't the rule of Energy, like Transferring not Making or Creating?
If so, then Chakra should be the same.
