If Tobi was so much greater than Madara, then he would not walk around saying he was Madara, but himself. Madara Uchiha has nearly reached the extent of gaining all the strength there is. I wouldn't be surprised if Madara reached the next eye level after the Rinnengan, if there is one.

The main problem is we don't even get the chance to see all of Tobi's powers. how are we going to compare him with Madara? IMO Tobi might win due to his knowledge and the suck up thingy. He seems to know many things including the rinnegan as he said he was the one who gave Nagato the rinnegan (well I don't know if it can be trusted since he's a big liar).
