Potentials

Ok so this is something I'm doing out of boredom but make a list of what ranks/status the shinobi we've seen so far can make it to based off of their current skills and what you think their potential is. It doesn't matter dead or alive.

Legendary:
Naruto (of course main character)
Sasuke (OP villian, Sharingan, MS, EMS, high chakra reserves, and good taijutsu and ninjutsu skills)
Minato (duh, FTG, great shinobi instincts and reactions, smart on the battle field.)
Tobi (Main villian, Space Time, Sharingan & Rinnigan)
Itachi (If he was still alive he probably would be the strongest ninja. Greatest genjutsu user, super intelligent and analitical on the battle field, Sharingan and MS.)
Nagato (Same as Itachi he had the potential to surpass the already legendary ninja. Rinnigan, high chakra reserves)
Madara (It takes all 5 Kages to defeat him, Sharingan, MS, EMS, Rinnegan, Mokuton, and high chakra reserves.)
Hashirama (Defeated Madara, Mokuton, high chakra reserves, and considered the strongest during his time alive.)
Konohamaru (Second Naruto)
Orochimaru (Knew over 1000 jutsus, very smart, the most well rounded ninja because he's outstanding in ninjutsu, genjutsu, taijutsu, and huge chakra reserves. Also Edo tensei)
Jiraiya (Very analitical, sage mode, huge chakra reserves, and tons of unique jutsus to counter any situation.)
Hiruzen Sarbutobi (Trained the 3 sannin, high chkra reserves, knew all the leaf's jutsu.)
Tobirama Senju (Creator of Edo Tensei, and knew some sort of space time ninjutsu.)
Haku (Ice kekkei genkai, smart, high chakra reserves, good at tai jutsu and ninjutsu, was extremely fast for his/her age)

Elite
Neji (Byakugan, intelligent on the battle field, considered a genius prodigy)
Kakashi (Sharingan, MS, over 1000 jutsus, considered the greatest prodigy of his generation, intelligent and analitical on the battle field, but too low of chakra reserves to be legendary.)
Tsunade (High chakra reserves, super strength, analitical in battle, best medical ninjutsuist of her time.)
Mei (boil and magma kekkei genkais)
Gai (greatest taijutsu expert alive with the 8 gates, can use ninjutsu and is very smart in battle also has high endurance and chakra reserves.)
Hinata (Byakugan, good chakra reserves, and is always increasing to catch Naruto. [My bias opinion she'll be the strongest out of the leaf's Konichi.])
Temari (Good Chakra, high level wind user.)
Muu (dust user, smart in battle, and a great sensor ninja)
A (A speed master (fastest ninja alive) lightning armor)
Bee (Perfect Jinchūriki, master swordsman, and has great control over the lightning element.)
Shikaku and Shikamaru (Smartest ninjas alive, both profitent at using shadow jutsus.)
Kisame (Water master with high chakra reseves. He'd be legendary, but he's not really intelligent enough to make it to that rank.)
Darui (Black lightning, storm kekkei genkai, very intelligent in battle and really good charkra reserves.)
Zabuza (Seven swordsman, high chakra reserves, intelligent, kept up in battle with Kakashi, was considered a genius, a superb water user)
Sakumo Hatake (Considered as strong as the sannins and my weakest is an elite so he's here)
Gaara (Sand user, smart, high chakra reserves)

Undecided (These are the people that I can't decide would be legendary or elite): Zetsu, Shisui Uchiha, Kabuto, Yamato, Kushina Uzumaki.)

Everybody else is average or below. Not that they're not strong they're just not strong enough to make my list. Well if you think I forgot somebody or don't agree with me just comment and I'll put my view towards that person. Also if you want make one of your own and we'll see how people compare people

P.S. I didn't put Sakura up there because even though she's a main character I personally think she sucks and has no talent at all. I use to think so but she's failed me too many times for me to throw her anywhere on this list. And also Yamato isn't a legendary I know that I'm just undecided if he's an elite or not. xd

haku has very low chakra ,he has only 2 according to databook . kakashi deserve largely to be in legendary since he's a non uchiha who was able to awake mangekyou that's extremelly rare in the whole uchiha clan history ,he creat his own jutsu at 13.I'm not agree his chakra isn't really low 3 he got more chakra than itachi 2.5 ,even sasuke got 3.5.
konohamaru has nothing to do in legendary,he's still young he's not even in elite at his current level,he has a good futur like hiruzen of course.
tsunade deserve to be in legendary,he's the best medic of all time.
A and bee should be in legendary no need explain...gaara also,he surpassed all the kazekages.

No because I think A and Bee are at their growth limits meaning I think they're as strong as they're going to get and I don't think that either of them are legendary.

As for Kakashi (whom is my favorite character) I wanted to put him into the legendary section, but after every one of his battles he ends up in the hospital. A legend shouldn't always be in the hospital.

And Haku had amazing talent that's why he/she should be legendary. I mean if still alive his chakra would have had time to grow and he would have aquired more jutsu and mastered his ice technique.
